Leicester & Leicestershire Racial Equality Council (LLREC) - one of the largest Racial Equality Councils in the country - is a voluntary organisation that was established in 1991 to challenge discrimination as defined by the Race Relations Act 1976; and further strengthened by the Race Relations Act (Amendment) Bill and the Human Rights Act 1998. "to actively promote and seek to implement a racially just, fair and equitable society which will enhance the quality of life for all citizens of Leicester & Leicestershire"


In pursuit of our mission, we provide the following services:

Community development - support and advice is provided to local individuals, groups and organisations from racial minority backgrounds. This support is designed to enhance their ability to obtain equality of opportunity and to empower communities. We maintain a particular focus on the needs of those experiencing racial harrassment, and of refugees and asylum seekers

Public education - LLREC encourages campaigns on specific, local, regional and national racial equality issues

Policy development - LLREC works with public, private and voluntary sector organisations with the implementation of policies and procedures designed to eliminate racial discrimination and promote equality of opportunity. Monitoring is also provided to ensure the way such policies and procedures and implemented. An outstanding area of achievement and current progress is in driving forward the involvment in sport and physical activity of members of ethnic minority communities, with particular provision for women and girls.

Advice and support - Support, advice and information is provided to individuals who experience racial harassment and discrimination. We have a team of workers, qualified to advise and where appropriate to represent at Tribunal. LLREC is recognised by the Law society as a Training Agency for Solicitors.

How we are governed

Our Council is composed of representatives of the many groups and individuals affiliated to us. From the membership of the Council, 12 Company Directors are elected at the Annual General Meeting. The Directors serve for a 3-year period and four retire (elegible for re-election) annually. The Executive Committee is composed of the Directors together with a number of non-voting members co-opted. The Chief Executive is the Company Secretary and has day-to-day responsibility for the management of the LLREC.

At the first meeting of the Executive after the AGM the following officers are elected and serve for the coming year: Chair, vice-Chair (2) and Treasurer.

How we are financed

LLREC has over the years received support for its basic administration costs and expenses via a grant from Leicester City Council, with whom we have enjoyed an excellent working relationship, extending into a whole range of activities. Although the Commission for Racial Equality no longer funds core staffing for bodies such as ours, we have an active relationship with their staff and are eligible to apply for funding or part-funding of particular projects.

Our total complement of employees is in the region of 23+ staff, supported by grants from a wide range of funders. LLREC has pioneered nationally the involvement of a range of private sector companies in racial equality work.
